Business One-Stop Shop

The Bohol Economic Development and Investment Promotion Office (BEDIPO) formerly the Bohol Investment Promotion Center (BIPC), one of the key offices of the Provincial Government of Bohol, marked its 20 years of valuable service as an attached office of the Office of the Governor since it was created in 1998. It was institutionalized by virtue of Executive Order No. 3 Series of 1998 and Provincial Ordinance 99-002.

Through the years, it has evolved and expanded its services to respond to the needs of investors and entrepreneurs in Bohol. It has successfully established and sustained the Bohol Business One-stop Shop (Bohol BOSS) as a facility for a one-stop assistance, through Executive Order No. 6 – Series of 2009 and Provincial Ordinance No. 2011-06, where the services of line agencies mandated in business registration are made available in one location and with streamlined business processes.

The setup of a business one-stop shop in Region VII was a challenge, primarily for the national agencies in the sharing of information and systems and the delegation of functions, and for local government units to set up and operate. The BOSS concept seemed very ideal for Bohol, being an island province with 47 municipalities, so that access to different government services, convenience and speed of transactions can be made available to entrepreneurs and investors province-wide. Several preparatory activities were conducted including the following: capacity development, harmonization workshop, policy formulation, benchmarking and planning workshops.  Finally, the Bohol BOSS became the first to be launched in the region on December 11, 2009, at the Governor’s Mansion, as part of the function of the BIPC to facilitate investments and provide an enabling environment for business.

Initial services offered were the DTI Business Name Registration, and information assistance on the following: Social Security Systems (SSS), PAG-IBIG Home Development Mutual Fund, PhilHealth, fiscal and non- fiscal incentives availment from the province and selected towns, and regulatory requirements of the DENR and DAR national agencies.  It was relocated to the New Capitol Commercial Building in November 2010. It has since evolved and expanded its services to provide assistance to facilitate business registration and to streamline procedures to create a business-enabling environment and enhance the investment climate of the province by catering to the needs of investors, entrepreneurs and prospective business people.

Negosyo Center-Bohol is an added facility of the BIPC as a vehicle for inclusive growth, providing business advisory services, business registration assistance, and business information and advocacy.

The Negosyo Center Program is responsible for promoting ease of doing business and facilitating access to services for Micro, Small, and Medium Enterprises (MSMEs). Republic Act No. 10644 otherwise known as the “Go Negosyo Act,” seeks to strengthen MSMEs to create more job opportunities in the country.
